Skill Sets Meeting Industry Skills Needs

Skill Sets are defined as single units of competency, or combinations of units of competency from an endorsed Training Package, which link to a licence or regulatory requirement, or defined industry need.

Skill Sets provide formal recognition of niche training to industry that meets the specific needs of individuals and enterprises. Like full qualifications, Registered Training Organisations (RTOs) develop the training and assessment strategies to meet the needs of their clients and in line with AQTF standards.

Skill Sets can provide a valuable productivity-specific training option, particularly in environments where full qualifications are not feasible. Skill Sets can also lead to, or form the basis of full qualifications.

Skill Sets :

  • enable national recognition for training without the need to undertake a full qualification
  • allow flexibility to address changing skill needs
  • provide a clearly defined Statement of Attainment
  • ensure participants complete licensing and regulatory requirements
  • increase formal training options
  • provide a flexible addition to current training frameworks
  • facilitate natural evolution to formal qualifications

Skills Set Development:

Skill Sets are developed in consultation with industry and regulatory/licensing authorities by ISCs and inserted into Training Packages as part of the ongoing continuous improvement process.

Units of competency that form a Skill Set can be drawn from one or more Training Packages.

Skill Sets need to be identified within the Training Packages for one of two reasons:

I. when a group of units of competency meets a clearly defined industry requirement
II. when a group of units is identified as meeting the requirements of a national licensing and/or regulatory body.

The Training Package Development Handbook includes a section on Skill Sets which outlines advice to developers on how to identify and develop Skill Sets in Training Packages.

Following industry consultation, the developer determines that:

• There is a potential for Skill Sets to be formed by combining units from one ormore Training Packages;
• One or more Skill Sets can be identified within a Training Package, and
• No nationally endorsed Skills Sets are currently identified.

In addition, a skill set may be defined at the local level by an RTO (locally developed skill sets which focus on the needs of a particular enterprise and/or individual).
